Timor Leste

The Portuguese began to trade with the island of Timor in the early 16th century and colonized it in mid-century. Skirmishing with the Dutch in the region eventually resulted in an 1859 treaty in which Portugal ceded the western portion of the island.


The public sectors of African Portuguese-speaking countries and Timor-Leste (PALOP-TL) have made significant progress in mobilising digital technologies to promote internal efficiency, simplify government procedures and improve the delivery of public services. Nevertheless, fully harnessing these technologies to improve growth, opportunities for income and employment, and public service delivery requires a more profound shift from efficiency-driven to citizen-driven approaches.


On 30 July 2018 Australia and Timor-Leste signed a joint communique on a revitalised bilateral partnership. This communique, commits to a new chapter in bilateral relations that will strengthen ties and deepen collaboration between Timor-Leste and Australia. Areas of deepened cooperation include trade, investment and economic links, seasonal workers, maritime security and Timor-Leste’s socio-economic development.

While the UN Integrated Mission in Timor-Leste (UNMIT) successfully transferred all policing responsibility to the national police force in March 2011, leaked internal UNMIT documents criticizing the Timorese government hastened calls for the end of the UN mission. In April, Deputy Minister José Luis Guterres formed a new political party, Frenti-Mudanca, a Fretilin reform party.

Following a brief civil war, Portuguese Timor was invaded by Indonesia in 1975. Over the next 24 years, East Timorese suffered displacement, sexual violence, torture and other abuses. More than 100,000 people died due to conflict. In 1999, shortly after the fall of Indonesia’s Soeharto regime, 78.5 percent of East Timorese voted for independence in a UN-organized referendum.

Independent since 2002, Timor-Leste – an island nation situated between Indonesia and Australia – is one of the world’s newest countries. It has successfully managed to transition out of conflict and become one of the region’s most stable democracies, with opposing political forces maintaining a peaceful dialogue to resolve differences.

East Timor’s road to independence – achieved on 20 May 2002 – was long and traumatic. The people of the first new nation of the century suffered some of the worst atrocities of modern times in their struggle for self-determination. When their Portuguese colonial masters withdrew in 1975, Indonesia claimed the territory for itself and ruthlessly suppressed the independence movement.


In what appears to be the first such entity of its kind in the nation, the Commonwealth of Virginia is on the verge of creating a government board to represent and promote the interests of the state’s distilling industry.
